A neoplasia is a new cell/tissue growth devoid of the normal growth regulation (very short explanation). Neoplasms can be non-invasive or invasive (or may even not be premalignant at all). The definition of malignancy is the capacity to invade, i.e. tumour cells grow into the surrounding tissue. Invasion is a prerequisite for metastasis.
